DRAFT Minutes of January 17, 2013, Human Services Commission Meeting

General Chair Grassmick called to order a regular meeting of the Beaver Island Human Services Commission on January 17, 2013, at 2:00 p.m., at Beaver Island Community School.

Present Pam Grassmick, Peaine Township Representative. Alice Belfy, Beaver Island Community School (BICS) Representative, Lois Williams, Hospice, Judi Meister, Food Pantry, Ann Partridge, Commission on Aging (COA)

Absent Kathy Tidmore, St. James Township Representative, Adam Richards, Beaver Island Rural Health Center (BIRHC) Representative, Steve Finch, Beaver Island Lighthouse School Representative.

Minutes Moved by Williams to approve the minutes of the November 2012 meeting as presented. Motion carried.

Correspondence Grassmick submitted and requested input from commission members on the commission's draft letter addressed to Peaine Township Supervisor Bill Kohls outlining the commission's recommendations for consideration into the township's proposed recreation plan.

Round Table Partridge reported on two programs -- both evidence-based programs endorsed by the Arthritis Foundation. The exercise program is open to everyone and meets on Mondays and Thursdays at the Community Center for an hour beginning at 11:00 a.m. Pam Nicholas and Ann Partridge are certified to teach the class. The exercises increase stamina, strength, flexibility, range of motion and balance. Ann is pursuing testimonials from the participants -- one participant is in her late 80's! The COA is a recipient of a scholarship from the Arthritis Foundation to implement the “Walk for Ease” program.

Partridge shared information on utility-related programs and protections for senior Citizens; and the offering of another computer class and webinars on health and well- being if interest warrants. Ann was impressed with a webinar she reviewed through the ASA (American Society on Aging) on family care-giving. Williams & Partridge expressed interest in coordinating the free webinars at either the Community Center or any other facility that has the necessary technological equipment. It was reported that there is still some opportunity and assistance through the Medicare and Medicaid Assistance Program (MMAP). MMAP cautions seniors on identity theft/scams pertaining to direct deposit of government benefits. Ann is interested in attending MI Bridge Access Training February 14, 2013.

Williams reported that due to Joyce Runburg's resignation with Helping Hands, the organization is currently in a re-design, and that Sandy LoDico and Loretta Salter are working with her on this as well as doing most of the scheduling. Training for a new volunteer will most likely take place yet this winter.

Round Table – con't The Food Pantry is a CCCF (Charlevoix County Community Foundation) grant recipient for Easter baskets (along with additional funding from another pot of available funds). Meister will contact the Manna Project to reduce the number of “backpacks” currently being shipped to the school.

4. Round table discussion from organizations present.

Partridge announced Jean Kinsley has been selected as the new COA advisor to replace Nancy Tritsch. Tritsch was acknowledged for her years of admirable work on behalf of seniors. The new bid for congregate Sunday meals and delivered meals has been awarded to Dalwhinnie for 2013. In addition to the senior voucher program being accepted at the Shamrock and Dalwhinnie, the vouchers can be used at Stony Acres and next summer at Daddy Franks and Paradise Bay. It was felt that this gives our Island seniors many choices. Next fall, COA will no longer have a lease or agreement with the BI Community Center. The COA programs that were offered such as the Arthritis Foundation's Exercise Program will require further discussion.

Partridge presented the Charlevoix County Leadership Program. Karen Johnson has been chosen to represent Beaver Island. The sponsorship for the program and associated travel is being shared by various island businesses and organizations. Those include: the Beaver Island Association, the Chamber of Commerce, Hodgsons, BICS, Island Airways, BIBCO, Peaine Township, and awaiting St. James Townships' approval. The first leadership session was held on Beaver Island and will be rotated through other county communities. The leadership group identified and developed a community service project which will be for Mobie Mats. Next meeting the Leadership group will develop this proposal. Members of the HSC expressed a hope that due to our commission identifying the need in last year's St. James Township Recreation Plan that we may have a better chance at acquiring one with the additional funding being offered through St. James Township for the J. Gillespie Public Beach in town.

Grassmick discussed the status of the Health and Human Services Fair on September 28 th and submitted the participant list. Adam Richards has done a great job chairing the event and all seems to be moving forward. Partridge has been posting Fair information on the forum. The “End of the Year Senior Picnic” will be offered before the Health Fair begins and will feature a presentation by BI Helping Hands. Richards has also accepted Donna Kubic's position on the HSC as the BIRHC representative. Kubic was thanked for her years of dedicated service to the HSC. Grassmick commented on the September Munson Hospital Hospice training for the Island's Hospice volunteers which was on Maintaining Hope in Adversity. Members of this commission are welcome to attend any of these scheduled events.

Cook reviewed the Charlevoix Emmet County Coordinating Body meetings and stated that the Charlevoix Community Foundation's grant cycle is fast approaching-October 1, 2012. Members present felt that we may be in a position to write for a grant during the spring cycle, if needed. Belfy stated that last week began the “Food Backpack Program” for K-12. Hot lunch is served to students on all ½ days, and breakfast when the half day is in the afternoon. Belfy will be attending a Homeless Liaison Workshop next week in Gaylord. .

5. Board Positions and setting schedule: Grassmick reported that her Peaine Township position expires in October. The township has posted the position and Grassmick has submitted a letter of intent to continue. The township's decision will be made at their October meeting. Tidmore requested that terms be sent to the members. Grassmick to submit with September minutes. Motion to hold on appointments of board positions and future schedule was made by Grassmick and unanimously approved.

Partridge reported on the transition to a voucher program from meals being served at the Community Center. Seniors are entitled to 20 vouchers a month. The vouchers may be redeemed at the Shamrock and Harbor Market. Meals are no longer restricted Monday through Friday. It was reported that seniors are opting out of home services, as services are now fee based. These measures are being put into place to save utilities and other expenses at the Community Center, which in turn saves the Commission on Aging monies. Forms will need to be completed before the vouchers can be purchased. Cook reported 300 students out of 10,000 are homeless in the area and there is monetary help available for these students for school activities. Belfy is the homeless liaison person for Beaver Island.

Cook unable to secure the May 17th date for the representative for the Mobi mats. Motion to meet with the representatives when convenient for her. (Meister/Kubic)/ Motion carried.

Kubic reported the Health Center newsletter will be out shortly. The air ambulance Committee is meeting regularly. Kubic attended an audience in Lansing with Senator Kahn along with Drummond Island and Mackinac Island to discuss funding for the Health Center. Family Practice physicians will be seeing patients at the Health Center beginning in June for 10 weeks. Meister reported the back back program has now been in effect for four weeks and is working well and looking to see if this might continue during the summer.

5. 2012 Health and Human Services Fair Update – Adam Richards*

Next Health Fair meeting to take place on Saturday. Richards requesting committee members to email the responses from people contacted to him. Immunizations, hearing, and bone density issues were identified as areas to be included in the fair

7. St James Township Recreation Plan activity/Island-wide survey*

Grassmick reported St James Township put aside $7500 for recreation, and the commission to move forward on asking the townships to possibly fund the purchase of the Mobie Mats.

March 15, 2012 - Beaver Island Community School

Motion to approve minutes from the February 16, 2012 meeting. (Cook/Williams). Motion carried .

Meister and Belfy reported on the food being sent home on the weekends to students who qualify for food assistance from the school. Backpacks will be provided. Easter baskets are being put together for 12 families. This is in addition to regular food being distributed.

Cook reported on a report of Gaylord providing housing for homeless veterans.. Heating assistance funds are still available and being distributed by DHS. Tribe has money available for underage drinking and violence consulting. Diabetes workshop is being presented at the wellness center in Petoskey.

Kubic reported third year residents from the University of Michigan will be offering their services at the Health Center most of the summer. The doctors will be Family practice physicians or ER physicians . We facilitated services with a recent hospice patient. ACLS was offered at the health center. A hemocue unit was purchased with donations which can determine if a patient needs a transfusion. A joint township meeting was held with the Air Ambulance consultant to inform the public as to the goals of the project. HOSA has been doing clinical at the Health Center as part of their class. The staff at the clinic are assisting residents with Medicaid and Medicare paper work.

Partridge reported CMU students will be doing community service again this year. May 7-11. The focus is for nonprofit organizations and community base outreach. There will be the dune cleanup project and assistance with homebound seniors. COA is looking to move towards a voucher program, which will allow flexibility for the senior. This will have to be approved by AAA in Traverse City and the office at state level. Breakfast, lunch or dinner choices with different menu selections will be options.

Lois Williams reported on assisting two clients during the last several weeks.

Belfy reported on being approached by a community member regarding information on habitat for humanity. Belfy will look into the program, she indicated there are stringent guidelines.

Grassick discussed St James township putting their budget together. The idea of a mobi mat might be discussed at a St. James meeting. Cook will invited the contact person to meet with the commission and a tour of possible places for the mobi- mats.

5. 2012 Health and Human Services Fair Update – Adam Richards

Chairman Grassmick reported for Adam Richards on the first meeting of the Health Fair who met on the 10th – A list of people to be invited has been generated. April 14th is the next meeting at the school.

6. Adoption of Annual Joint Township Report*

Motion to submit the BIHSC Annual Report to the townships at their annual meetings in March (Belfy/Williams). Motion carried

7. Additional Resolution/By-law recommendations from Joan Vyse's meeting and Bob Tidmore*

Bylaws changes discussed at the March 15 BIHSC meeting

Commission Members:

C. Townships to approve member recommendations from the Beaver Island Human Service Commission organizations upon term limits or change in membership nominations.

Governance:

C. Secretary. The Secretary shall be the Freedom of Information Coordinator for the BIHSC with direction from the Townships' Clerks.

D. Executive Committee: The Chair, Vice-Chair, and Secretary shall serve as an executive committee which shall meet as necessary as determined by any of the above officers and comply in accordance with the Open Meetings Acts.

Resolution Changes agreed upon:

1. The Human Services Commission shall be formed and have 9 commissioners appointed as follows:

A. Peaine Township and St. James Township shall each appoint a representative to the Human Services Commission.

• The Human Services Commission will submit a list of names, recommended from member organizations, for approval by the townships with their Annual Report or upon a vacancy.

• All vacancies shall be posted, letters of interest accepted, and recommendations made to both Township boards for approval.

3. The Commission shall report to the Townships annually the activities of the Commission. In the event that a budget is needed by the Commission, the commission shall provide a yearly proposed budget and annual financial report for the townships' review and approval. In the event of grant applications, all grants will require townships' approval prior to submission.

5. Resolution may be amended at any time upon written agreement of the Townships and executed by the Board of Trustees for each township.

Remove: (A representative of the Beaver island Rural Health Center and the island representative to the Council on Aging shall also be named Commissioner)

Number of required meeting by a member of the commission was discussed and agreed upon not to include the language in by bylaws.

Discussion on postings of vacancies to be 90 days was discussed and not agreed upon.

Also no elected official can serve on the BIHSC was discussed and agreed not to include the language. Motion to accept changes (Kubic/Williams) Motion carried

Adam Richards looked in to report that the organizational meeting for the fall Health Fair will be March 3 at the school at 9:00am.

Alice Belfy reported the disturbing census data that Beaver Island Community School has 45.33% of its student body between the ages of 5 and 17 living on or below the official poverty line. Breakfast, lunch and an after school snack are currently available to all students, but the community needs to be aware of these conditions.

Ann Partridge reported that:

- Tax return assistance is available through COA; also Boomer's Medicare application aid.

- The Sunday COA dinner for February was very successful and the entertainment by Patrick Nugent was both funny and delightful.

- A St. Patrick's themed dinner is planned for March and will include some Irish dancing performed by Bridget Martin and a documentary call Jig will be offered.

- Arthritis exercises are continually offered 3 days a week at 10:00am.

- There is now a sliding scale of the in-home care services offered by COA.

Mary Cook reported she had contacted Annie Campbell to inquire about Mobi Mats which allow handicapped people to access beach areas where walking is uneven. The mats will last up to 6 years. As part of the recreation plan perhaps the Community Development Fund might be a source of funds. These mats are costly; in the low thousands.

Pam Grassmick reported that the annual report was due to the townships in March. A motion to submit it to townships and report to the news outlets, Joe Moore, Beaver Beacon and Northern Islander, passed. [B.Tidmore/K.Tidmore].

Pam reported on a meeting with Joan Vyse who pointed out errors and inconsistencies in the Commission documents and made other suggestions that Anne and Pam will synthesize and report at the March meeting. Bob Tidmore suggested that a letter of thanks be sent to Joan for her concern and effort on behalf of the commission. Motion for the report and letter carried. [Partridge/Cook]

Commission Suggestions from Joan Vyse

Audrey Vandyke correspondence suggested handicap assessable suggestions for beach access. Vandyke also offered items to help if ever an indoor exercise facility was built.

Motion to acknowledge to St. James that the handicap request have been recognized and thank you for that (Kubic/Partridge). Motion carried.

It was discussed that the Commission would like to offer their appreciation for the fine work in capturing public comments on the proposed Recreation Plan for St. James Township. If the plan is adopted by the township board, the Human Services Commission will work to identify and collaborate on financial opportunities to complete projects identified in the plan which will enhance recreational opportunities for property owners and visitors with special needs. The members also wished to state that other opportunities may present themselves that the commission may wish to pursue that are not listed within the plan. All grant requests from this commission will be presented to the St. James Board for your approval prior to submission.

Correspondence was received from Joan Vyse, a subcommittee consisting of Grassmick, Chair, Kubic and Partridge will meet with Vyse prior to the February 16 th meeting to discuss her concerns and suggestions and offer Vyse a thoughtful response. Motion for a working subcommittee to meet and make recommendations to address these special concerns from Joan Vyse (Meister/Kubic). Motion carried . Pam will chair the subcommittee, with Kubic and Partridge participating.

4. Round table discussion from organizations present of events and activities from our last scheduled meeting

Attached is copy of the form required by the food pantry, which needs to be signed each time food is distributed to a resident verifying their situation has not changed. Meister has been in contact with the operation backpack organization and their board meeting is today. Belfy will follow up with the organization. Thirty two backpacks are needed and Island Airways has agreed to ship them. Fifty four percent of students in the Beaver Island Community School are in the low income range. There is a real need on the island. Meister reported the food pantry is distributing food twice a month, and they are spending more than they are taking in. Meister reported the Food Pantry could always use cash or food donations.

Kubic reported the David Broder's family is compiling a book which will benefit the Beaver Island Rural Health Center. Ranging from the early 70's to this past decade the columns written by David Broder, provided wonderful snapshots and insights to island moments as they simultaneously reference national issues of the day (at that particular time). The Health Center, with support from other civic leaders and marketing by the Chamber of Commerce, will manage the detail and distribution and sale of the book. All proceeds will benefit the Health Center. The Broder family is underwriting the entire cost of the project, so 100% of all revenues collected from book sales will support the Health Center.

Michael Slattery, consultant for EMS on the Air Transport Agency project meeting with both townships had to be cancelled due to weather. This meeting will be rescheduled at a later date. The new generator at the Health Center has been installed and is operational. Kubic gave credit to Denny Cook for securing the grant. The Health Center may have an opportunity for 3 or 4 3 rd year resident doctors to work with the care providers this summer - Details still need to be worked out.

5. 2012 Health and Human Services Fair – Adam Richards

Adam Richards graciously accepted the chair for the Fall Health and Human Services Fair. Date was set for Friday, September 21. The Christian Church was agreed upon as the site for the Health Fair with Meister meeting with their board on February 15 to request approval. Richards will review survey results from the previous Fair for suggestions, changes, or concerns. The Steering Committee will meet on March 3 rd , at 11:00 AM at the school. Richards will post in the newspapers and on the websites for additional volunteers to serve on the steering committee.

6. COA Meeting December 13, 2011

Partridge reported on the Commission on Aging Meeting held December 13, it was recognized and confirmed that services don't want to be lost. The Advisory board is working with the Commissioners to determine if the millage should remain the same or or be increased and at what level. All programs are still in place including congregate and home delivered meals. Partridge reported that Beaver Island is the first where a lease comes due or has a cancellation clause in it with given notice. The COA will be meeting with PABI in February and different options will be proposed. Partridge indicated that there would be the option of going to a voucher program, and items that could change would be the lease.

7. Poverty Simulation Event – January 27, 2012

8. Report from Charlevoix Emmet County Human Services Meeting

Cook volunteered to contact the representative from the Disability Network to see if they might to meet with the Commission. Motion to have Cook contact the representative to visit Beaver Island (Meister/Partridge) Motion carried .

9. Go Grant – Deadline March 1, 2012

The deadline for The Go Grant geared for young women has passed. Information was passed on from Cook to Belfy.

10. Other Business

An Annual report will be given to both townships for their annual meeting in March from the Human Services Commission. The April 19 meeting date was posted incorrectly. Motion to change the date from April 21 st to April 19 th on the postings (Kubic/Cook). Motion carried . Kubic to change the listings of the posting dates. Chair Grassmick indicated a goals review would be added to the agenda for March.

Hi,

I'm a new resident here hope it's ok to send in a few comments when I've been here for such a short time. Regarding the possible indoor exercise facility I just wanted to pass along that the lack of one was my major impediment to moving here. As is the case with many other friends I've talked to, I have a dream of getting into shape in retirement. Adding such a facility, even a small basic one, might prove important in getting a few more people to retire here year round.

We ended up with a large enough garage to allow us to set up an exercise room. Should you set up a facility, I will commit to donating an excellent machine for people with arthritis which I am now using in the garage. It's called a nustep, and is developed specifically for people who have difficulties exercising.

Next, but a much more complicated offer, is that should you desire to take on the space, insurance and maintenance demands, I will also offer to donate a 14 foot long, 4 foot deep fiberglass swim spa I purchased used on Craigslist. It's also in the garage. I have severe arthritis limitations, and swim in the lake in the summer, and just recently set this up for winter use. This would present the issues I mentioned of space and resources, but I want to at least put the offer up there if it would be of use to others who would benefit from winter water exercise. If you want to look it up online it's the hydro pool aqua trainer 14 foot model, the fx version. I think it's about 10 years old. The nustep is the 4000 model. Also bought used but completely refurbished and requires very little maintenance.

Finally, I have a request for an additional consideration in the draft plans to make one of the beaches handicapped accessible. The draft mentions adding the ability to roll down to the beach in a wheelchair. There is another issue for people who are able to walk, but have limitations. With severe knee arthritis, walking on sand which shifts under your feet is hard. A cane gets you through the sand to the water's edge but at that point you're stymied. It's very difficult to get past the point of entry into the water and the first several yards of shallow water. I manage by using a cane for several feet into the water, then tossing the cane back onto the sand. (You choose an unpopulated part of the beach for this maneuver.) Getting out is awful - either you beg a favor from somebody on land to hand you your cane, or exit excruciatingly slowly and painfully with the wet sand shifting under your feet and threatening your stability. Having some sort of railing to grab onto leading a short distance into the water would make it so much easier. The ramp at the Bill Wagner campground is helpful, but at an awkward height and angle. It does give you a place to leave your cane and retrieve it coming back out as long as nobody comes along with a boat and inadvertently smashes it. Anyway, the point of this long discussion is to request consideration of some sort of railing to hang onto for a few feet on each side of the shoreline while entering and exiting the water at one of the beaches. I have no idea what this would cost but would donate $250 to the cause.

Thanks for asking for our concerns. I truly love living here and would be delighted to share the exercise equipment I brought with me by giving them to a community exercise facility if either the nustep or the pool would be useful.

I realize I am not a member of the BIHS Commission and the opinions and suggestions expressed are mine alone. Though there is no voted millage or budget submitted to the Townships, I feel that, since BIHSC is a commission (committee), it should pattern bylaws and resolutions after the BI Airport Commission. 2. Presentation by Commissioner Gillespie/Joan Vyse on COA.

Richard Gillespie, COA Liaison spoke about the existence of the COA the way it is operating today. He stated even if the mileage is doubled, this will not solved the deficit problem. Gillespie indicated his primary interest is in home care and was not sure how the organization got into this situation. He stated he is waiting for the Advisory Board to make a recommendation to the County Commissioners. The Advisory board will be meeting on Monday. There remains 3 years worth of revenue. Connie Wojan pointed out that a year ago it was pointed out that the Community Centers would in no way interfere with homebound services. Nancy Tritsch, member of the COA Advisory Board had no recommendations. Joan Vyse pointed out that the statistics have gone down on the number of senior using the senior facilities. Grassmick asked Gillespie, based on Jack Messer's report to the Commissioners, what would be his recommendation. Gillespie indicated he believed the millage would pass but this would not keep the model as it stands afloat. There will be a information gathering sessions regarding COA programs and services and challenges facing the COA on December 13 and is open to the public from 6:00 PM – 8:00 PM. The meeting will be held at the St. James Township Hall. It was also discussed by Wojan that basic care, vital in home services were assured that they would continue despite the senior centers. Connie stated the senior centers should be in addition to home care not at the expense of home care. Which seems not to be the case? Tritsch indicated far less is being spent on home care than on the senior centers. Wojan drew attention to the last page of Mr. Messer's report, which read “I believe a decision of this magnitude deserves Commissioner level consideration”. Wojan stated this is a decision of the Commissioners. Gillespie indicated he would not react without a recommendation from the advisory committee. Wojan pointed out that the COA Advisory board is an advisory board who would recommend to the Commissioners information presented in Jack Messer's Report to the Commissioners. Vyse recommended initiating a sliding fee scale. There is readiness to make some changes. Gillespie stated he would not vote to run in and vote to close the centers. Gillespie said do not spend all the money and then decide. Wojan asked how do you keep senior services and still keep home care needs. There needs to be a transition from senior centers to no senior centers and these services could be conducted in other places. Nancy Tritsch indicated she would be resigning from her position on the Advisory Committee for the COA.

Motion to reelected Grassmick as President/Chair (Kubic/Meister). Motion carried

Motion to reelect Meister Vice President (Kubic/Belfy). Motion carried.

Motion to reelect Kubic as Secretary (Belfy/Meister). Motion carried. These positions will remain until November of 2012 or 1 year .

Kubic read the correction in the October minutes “The letter regarding special needs consideration for residents and visitors which was circulated to HSC members was directed to be forwarded to Rick Speck for addition into the St. James Recreation planning process.” Motion to approve minutes from the October 20, 2011 meeting with the above change. Belfy passed out the poster she and Grassmick worked on to be distributed. This includes information to low income residents on the island. The flyers will be distributed to the churches, medical center, school and food pantry. Thanks to Belfy and Grassmick for their work on the project. Motion that the brochures be accepted as presented and plan to have them distributed to the community (Meister/Kubic). Motion carried .

Meister indicated there would be 15-food baskets distribution this Thanksgiving season. Baskets will be distributed twice a month all winter. There have been twice as many baskets in November than there were in October. Verification papers need to be signed every month indicating circumstances have not changed.

Partridge announced Sunday dinners will be held every other month through the winter months. On Dec 11 th there will be a Holiday dinner. Discussion if the need is as great in the summer vs. winter for Sunday dinners.

Cook reported on the Michigan Works Project, computers are available for people to work on their resumes. January 27 th there will be a poverty stimulation workshop in Petoskey. No grants are available at this time.

Richards questioned if there might be a Health Fair next year and the thought was to have one every other year. Grassmick will make note to include this as an agenda item for the next meeting.

Kubic reported the air transport agency issue is moving ahead. The townships have agreed to a joint township meeting to discuss with the consultant any question they may have and this would be open to the public. A date in December is being worked on. Kubic reminded the committee that a North County Mental Health counselor provides services every two weeks. WIC nurses also visit the island every few months. Free mammogram flyers were distributed with not a lot of response. This free service is available through the Circle of Strength, with Charlevoix Area Hospital as the sponsor.

Kubic reported both townships have approved looking into merging EMS with the Beaver Island Rural Health Center. There will be a BIRHC board meeting on Saturday and this item is on the agenda. There has been a lot of positive feedback, but many legal issues have to be investigated.

Kubic reported BI Community School students are job shadowing at the Health Center, in addition to job shadowing with the Physical Therapist. Residents have been signing up for the free Cholesterol screening made available. The Health Center along with Munson Hospice was able to coordinate care for a hospice patient. Munson's social worker was a tremendous help. Judy Goodrich Munson volunteer coordinator conducted an in service with a pastor affiliated with Munson. Dr Molter will see patients at the clinic in November. Thrombolytic medication is being stocked at the Health Center for patients with certain EKG changes. The cost of each dose is $3,000, which was approved by the Health Center board, as reimbursement is uncertain. Northern Michigan Regional Hospital will exchange the medication so it will not expire.

Kubic is serving on the Executive Committee of the Health and Wellness Cooperative Committee along with four other facilities focusing on diabetic outreach and assisting physician offices to become Patient Care Medical Home. The fall newsletter is in the mail. Aero Med helicopter from Spectrum transported patient off the island as North Flight and the Coast Guard were unavailable.

Belfy reported there are three new students from West Virginia enrolled in school. A date for flu shots at school will be set. Belfy reported on a program for low income telephone service. Belfy noted 40% of students in school are eligible for free and reduced lunch and typically this goes up after the holidays as more people become unemployed. Belfy volunteered to be a contact to help island residents fill out forms for assistance. Betty Hudgins at the BIRHC could also be a contact. Specific needs for heating and housing, people losing their homes and food assistance will be gathered and the information will be distributed. Grassmick and Belfy volunteered to create a brochure and update the brochure every three months with information on various assistance programs, making the brochure seasonal. The Health Center can assist with medication assistance. Having the information available at the churches would be beneficial. Motion for Grassmick and Belfy to work on the flyer (Tidmore/Kubic). Partridge reported the COA will be bringing over an authority on Medicare changes particularly Part D and will work with seniors individually. Partridge reported on the Leadership Conference, Beaver Island hosted the first group. There focus is on developing young people to take on leadership positions. Cost is $750 to participate with some limited scholarships

At the September meeting of the Human Services Commission, a motion was adopted to provide suggestions into development of the St. James Recreation Plan for island residents and visitors with special needs. The term, disabled, is very broad with over 600 million people listed due to low vision, hearing loss, neurological disorders, aging or other impairment. Creating opportunities for accessibility to the island's recreational potential should be a priority in the discussions while acknowledging the financial challenges of such an endeavor. We recognize that access to recreational opportunities is essential to our island's community whether the individuals are young or elderly. Additionally, it has the potential of attracting special needs visitors to our island.

First, a good inventory and development of signage for St. James public property holdings would be in order. All public facilities should be reviewed for lighting and accessibility. Potential adaptations may need to be identified for public buildings, restrooms, and camping sites. Some suggestions for your consideration are simple while others may require further discussion.

• Accessible identified motor vehicle space around St. James for vehicles with proper ID.

• Very contrasting steps for low vision individuals.

• Maintenance of sidewalks, especially attempting to keep clear of ice during the winter .for the health and safety of residents and visitors.

• The Jewell Gillespie Beach could provide access for wheelchairs by maintaining an all-terrain beach mat to the water's edge.

• Previously identified was a small pool for providing all students with the ability to become proficient swimmers along with a small therapeutic pool for activities such as arthritis therapy.

• Would the St. James Public Marina explore the possibility of being certified as a handicapped friendly marina?

• Adaptive recreation equipment for use by school, residents and visitors could include: All-terrain wheelchairs for beach access or a “Duet” bicycle which is a wheelchair tandem cycle.

• Fishing pier and potential boat launch should all be barrier-free with a universal design for various ability levels.

• Additional development of small paved paths such as the one from town to the St. James Campground. This particular campground could also benefit from a stairway to access the beach below while controlling erosion made by campers attempting to access the beach. The top of the stairway on the bluff would be a wonderful site for a barrier free platform for viewing the outer islands and bird watching.

• Development of Gull Harbor or St. James Campground as a site for night-time sky watching activity for individuals of all ability levels.

Kitty McNamara spoke about a possible school nurse program, which would be available through- Charlevoix Hospital through a grant they received. More information will be gathered about the position and how it will benefit the Beaver Island Community School.

A. Belfy reported 70 students are enrolled preschool through 12the grand and are expecting family of 3 in December. Belfy will attend a home liaison meeting in Gaylord in October. Beaver Island remains the only district without any homeless people. A booklet from little traverse band is available as a resource manual. Belfy indicated you do not need to be a member to receive services. Emergency monies are available and this is geared towards families with children.

D. Kubic reported on a $32,000 grant from the Grand Traverse Band of Ottawa and Chippewa Indians for a generator for the Medical Center . Greg Williams toured the building and suggested central control should be stationed at this site. This is a big step in securing a location in case if a disaster on the island. Flu shots are available. Kubic coordinated care for a patient with a broken hip securing help 3-4 hours 7 days a week for a period of 4 weeks. The car raffle brought in $20,000. The second newsletter will be in the mail shortly. A student from the BI School is shadowing the physical therapist at the Health Center. We have enrolled one patient in hospice and helping another that is not officially enrolled. Hospice volunteers and the Commission on Aging is assisting the resident. Two women and a gentleman joined hospice helping hands. BIRHC Senior Help Mate, Kate Garland will cover for the COA's employee while she is off island. Kubic mentioned another CENA could be used in addition to the two we already have living here. Kubic mentioned a Doctor volunteered to use our video conferencing to talk to a patient as the patient could not leave the island due to weather. would use remec to talk to a patient. Donna Kubic was called away at approximately 2:35 p.m. Pam Grassmick accepted the role of completing the minutes.

Round table discussions: (continued)Judi Meister reported for the Food Pantry. The Week-end Back Pack Food Program for the school will continue this fall. A. Belfy to provide the number of eligible students and will distribute the packs on Friday. The Charlevoix County Community Foundation provided non-perishable foods. Work is underway for the Thanksgiving Baskets orders. Resource Manual has been distributed with food baskets. Judi Meister offered these guidelines for donations: Frozen food is accepted due to the recent addition of a freezer. Personal canned food is not accepted. A. Belfy to provide walnuts to Food Pantry. A motion(Meister/Partridge) was made to review relevant data concerning low income eligibility and plan for potential needs and assistance based on that information . A. Belfy to work with P. Grassmick for report to this commission.

Lois Williams was called away unexpectedly but Pam updated that Helping Hands has had an additional member join that is male. Members of this committee are also welcome to come to Hospice in-services given by Munson. The next presentation will be on October 3 rd at 9 a.m. at the BIRHC meeting room. Ann Partridge stated that the summer arthritis physical activity program was well attended. Pool and Ping Pong for seniors and youth will continue after the sports season. The United Way's Day of Caring is held in May or June and Ann encouraged individuals to contact her with ideas.

The final payment for the Human Resource Manual was discussed and tabled until Kathy Tidmore could be present to bring us up to date on her discussions with Father Pat regarding a donation from Holy Cross.

5. Report from Charlevoix Emmet County Human Services Meeting.

A report on the summer information from the Charlevoix Emmett County Human Services meetings was tabled due to the unavailability of Mary Cook to attend this meeting

A motion(Meister/Belfy) to table the election of 2011-2012 Officer Positions was approved. Kathy Tidmore was re-appointed for a two year period by St. James Township and Pam Grassmick was re-appointed for a two year period by Peaine Township.

Discussion took place regarding St. James Township's Recreation Planning efforts this fall. A motion(Belfy/Meister) to develop a letter from members of the HSC to address island residents and visitors access to recreation for individuals with special needs. Grassmick will circulate the letter for input prior to submitting to St. James Township.

Lois Williams stated Helping Hands has had one client through the winter. There will be Hospice training from Munson this summer. Two additional women are interested in joining the group. Training will begin in June.

Judi Meister reported on the food pantry. It was decided in the summer months there will be only one distribution. They have picked up 2-3 families in the last month. Resource manuals will be put in the food baskets. Judi Meister talked about a back pack project, where back packs are provided for children signed up for free and reduced lunches, then on the weekend food is sent home for the children. The back packs are brought back on Monday and then Friday packed again with food for the weekend. Alice Belfy mentioned over 1/3 of the students are on the free and reduced plan.

Ann Partridge inquired about any senior projects for the summer. Discussion was had regarding the great job the CMS students did at various places around the island.

Donna Kubic asked if everyone had seen the first copy of the newsletter published by the Health Center. If feasible, the Committee will publish a newsletter twice a year. Kubic will distribute the Resource Manual to the BIRCH board at their Board Meeting.

The Senior Help Mate program was award a $2,400 grant from Char Em United Way and a $2,666 grant from the Charlevoix County Community Foundation, written by Connie Wojan was awarded. The families of Dennis Cady and Betty VanderLinde named the Health Center, in lieu of flowers. The Health Center will be applying for a Blue Cross Blue Shield grant to hire a grant writer to target a larger grant to promote telemedicine. Sarah McCafferty and Donna Kubic continue to work with the consultant hired by EMS on the air ambulance transport issue. Senior housing had interviewed potential tenants and interviews for a building manager.

5. Beaver Island Human Resource Manual payment status.

Payment status per Mary Cook, $48.60 is needed for the rest of the payment for printing for the Resource Manual. Pam Grassmick will follow up with Kathy Tidmore regarding the monies from the Catholic Church. A partial check was issued to Jeff Cashman for the printing with monies to follow.

6. Report from Charlevoix Emmet County Human Services Meeting.

Mary Cook reported on the Charlevoix Emmet County Human Services meeting, the Health Department performed free colon screening. They offered head and neck screening to 150 individuals. The Healthy Michigan fund has no funding at this time.

WIC is again being offered at McDonough's Market. Northwest Community Action Agency might be losing their funding. Shirley Gillespie spoke on foster care. There are over 100 foster children in the Charlevoix/Emmett area, with 50 foster homes available

7. Coverage of CEHS Coordinating over summer.

Covering of the Charlevoix Emmet County Human Services meeting over the summer was discussed. Mary Cook indicated she should be able to do this if not will ask for help.

8. 2011 Fall Officer Positions.

Fall officer position, both Pam Grassmick and Kathy Tidmore being representatives from the townships will need to reapply.. The positions on the HSC will need to be posted in case anyone else might want to participate. Pam Grassmick's two year position as chair will also be up . Belfy nothing to report. Meister reported on the food pantry, fifteen Easter baskets were distributed. More food has been distributed in the past couple of months. Residents are referring people then those people in turn are signing up. Food donation are picking up. Ann Partridge stated CMU students will be doing community service, May 11 and 12 to help seniors with jobs that might need help with. Computer workshop for the seniors will be available at the community center.

Kubic announced Brandi Wolf resigned from the Human Services Body Commission. April 15th the Representatives and Senators visited the island and met in the Community Room of the BIRHC to hear concerns from the public. A follow up will be sent to the legislators regarding the issues that were discussed. Kubic has written a grant to the American Heart Assn for EMS to conduct a CPR class for the community. Also included in the grant is to pay for cassettes for free cholesterol screening. Kubic mentioned another grant offered by Priority Health insurance for a person in the community age 63 or older who has volunteered their time and worked on various projects. That person organization if chosen will be awarded $1,000. Kubic announced Judi Meister is being nominated. If awarded, the food pantry would receive the $1,000. Grassmick offered to write a letter of support from the commission. The grant is due June 1 st . Kubic is working with EMS on the air transport agency ambulance project. A consultant has been hired and will visit Beaver Island in May. Tidmore had nothing to report on at this time.

5. Beaver Island Human Resource Manual update by Judi Meister.

Meister distributed copies of the 211resource manual which is finished and printed. Board members congratulated Meister/Belfy and Vyse on a job well done. Jeff Cashman did a great job printing the booklets. The booklet will appear on Joe Moore's site , Peaine Twp websites and the Medical Center will add the resource booklet to their website.

6. Distribution of Manuals

Discussion on how manuals will go in various locations. 250 have been printed and the extra manuals will be stored at the Health Center.

7. Human Services Commission's Annual Report to Townships*

Grassmick has sent the annual report from the Commission to the township clerks and supervisors. Motion to accept the annual report (Belfy/Meister). Motion carried.

Judi Meister reported that the Food Pantry discussed the “Hunger Doesn't take a Summer Off Program”. Actual food donations have fallen off during the winter but cash contributions have remained steady. Gift coupons are also redeemable at McDonough's Market.

Kathy Tidmore commented that 10 homes are involved in the NWCAA winter weatherization program. Young Ernie Martin is the certified contractor and has addressed dangerous leaks found during initial surveys. The status of the future of NWCAA was noted with the changes in funding coming from the federal government which may discontinue the agency.

Ann Partridge spoke about community outreach for students and seniors. Tax preparation classes will be offered for the first time to the Beaver Island community during the first two weeks in March. A specific date has not been set. Stresses on parents' travel and time were mentioned with the many school activities needing their attention. Pam acknowledged that she has still not heard from Jack Messer concerning Ann's appointment to the HSC and Ann will only relay public information from BICC and COA. Communication as necessary to COA will take place through the HSC board.

Judy Meister and Joan Vyse discussed the 211 website and call in county feature that is supported through the CCCF and United Way. Copies of the Beaver Island Resource Manual were presented with approval to use multiple colors and a bid for 250 which we hope to have printed on the island by Jeff Cashman. The school would be in need of 35 copies. Discussion moved to how to finance the printing. It was agreed to accept donations. Vyses', Meister, Tidmore, and Grassmick pledged $50.00 each and the school will consider a $52.50 donation. The checks are to be made out to the Health Center, Slush fund, with a note in the memo line. Judi said that she would send an invoice to the group when available.

Lois Williams was unavailable for the meeting but has one person involved in the Helping Hands Program and 3 new members that will go through Hospice training this spring/summer.

Mary Cook attempted to participate via phone with the Charlevoix Emmet County Coordinating Body meeting. Due to the lack of phone set up at the college, she was unable to connect to the group. Grassmick was able to e-mail several notices for the HSCB round table discussion such as: the new Forest View Senior Housing was accepting applications and anticipated to be open this summer, the COA and the BIRHC's recent progress at addressing home bound services when our one care giver is off island, and the Beaver Island School's Occupational Health Classes assistance with securing funding for the Senior Help Mate Program. After reviewing and discussion with the People's Fund administrator, the consensus was to not seek funding for travel to the HSCB meetings in Petoskey. The People's Fund felt that we did have unique problems and the CCCF would be better able to assist but we agreed that the BIRHC would be applying for that funding for senior services. Mary Cook will participate via phone when able and report back the commission at regularly scheduled meetings.

Donna Kubic reported that the Health Center was able to assist heating bill issues recently with guidance from Brandi Wolf at NWCCA. The HC has had a large change of board members and Adam Richards was acknowledged as one of their newest additions. Donna spoke regarding Greg Williams' assistance with disaster planning and the need for a new generator for the BIRHC. The HC will be the command center for all disasters and have room for 22 patients. Memorandum Of Understanding between the HC and Northern Michigan was reached. The status of EMS and patient transfers off island were discussed. At this time, only North Flight and the Coast Guard will be transporting patients off island. Individuals are to call EMS in an emergency, patients will be transferred to the BIRHC and transportation as needed will be made.

RE: Townships Annual March Report 2011

In August of 2009, Peaine and St. James Townships jointly adopted a resolution for the development of a Human Services Commission. The Mission Statement of the Human Services Commission is as follows: “The Human Services Commission is a collaboration of organizations that advocates for the emotional and physical needs of island residents and visitors of all ages.” In September 2009, the following groups met to establish and the commission and reviewed Open Meetings Acts and HIPPA rules.

The commission membership is from across the island and identifies with the diverse needs. The following individuals make up the commission: Steve Finch, Lighthouse School, Donna Kubic, BI Rural Health Center, Bob Tidmore, Am Vets, Alice Belfy, BI Community School, Judi Meister, Food Pantry, Pam Grassmick, Peaine Township Representative, Kathy Tidmore, St. James Representative, Ann Patridge, Council on Aging, and Lois Williams, Hospice and Helping Hands, Mary Cook, Coordinating Body of Human Services for Emmet and Charlevoix Counties.

During the last 18 months, the Commission has been active in pursuing activities related to the development of our Goals Statement. All agendas, minutes, and related materials have been submitted by Donna Kubic, Secretary within the deadlines and are archived on www.peaine.org . for public use and have been submitted upon request to the media.

Of note has been the tremendous energy of the commissioners who have attended meetings and have attempted to bring the necessary services to the Island residents. The members believe that due to our geographically isolated situation, we must reach out to Charlevoix County Service agencies to identify gaps in services to Beaver Island residents and develop strategies to assist in the resolution of deficiencies as Charlevoix County residents. This past year, the Commission hosted a meeting at the Peaine Township Hall to resolve the situation of elderly homebound care with the Commission on Aging (COA). It led to the BIRHC involvement in establishing a legal contract with COA to provide care for homebound seniors when the one COA staff person is off island. The Commission continues to work toward ensuring that living on Beaver Island remains a viable option for low income, elderly, visitors, and those in-between. In September 2010, the Commission offered a Human Service Health Fair for the island community with participating agencies of Emmet and Charlevoix Counties. We had 17 off island organizations participate at the Christian Church and it was well received by the community. The community has identified and pursued weatherization programs which this year will improve the lives of island residents with the help of financial funding of over $50,000 from the NWCAA. The Food Pantry which is housed and administered by the Christian Church is a model for outreach and support of our community during this difficult time. The Rural Health Center continues to pursue funding for additional services identified by the community. Each of the membership organizations provides a vital link to provide Beaver Island with services which supports individuals, in addition to ultimately maintaining a healthy tax base. A Resource Manual of Human Services for residents and visitors is being developed to ease access to services and will be widely distributed at the Health Center, the Library, Schools, and Food Pantry. The Resource Manual is finished and developed with support through donations. As a Township Commission, the HSC offers our organizations support, coordination of services, the possibility of additional funding options, and the ability to address complex human service issues collaboratively.

Yes, these 18 months have been active with not only the process of establishing a commission but in the pursuit of assisting island residents. The HSC participates with regular scheduled meetings via teleconferencing with the Coordinating Body of Emmett and Charlevoix Counties Human Services for the purpose of obtaining relevant information in a timely manner. There is more to be accomplished as we connect with mainland resource services and we thank the township boards for your continued support.

Alice Belfy had nothing new to report on.

Donna Kubic reported a contract with the Commission on Aging is in the works and should be finalized by the January 2011 BIRHC Board Meeting. This will allow the COA to contract with the Health Center to employ the Senior Help Mate employee when the COA employee is not available. The COA will also contract with an RN to do medication management for seniors who qualify. The monies from the RN contract will be put into our Good Samaritan Fund. Donna stated she has applied for another Char Em United Way Grant to fund the Senior Help Mate program. She also checked with Charlevoix Hospital regarding sending over a occupational therapist. But the numbers are not great enough at this time. The physical therapist could take on some of that role. A donation of $5,000 was made by Gail Weede's sister for items in need by the Medical Center. Two new exam tables will be bought when the boat starts in the spring, as well as other items needed which would not have been bought without the donation. $500.00 will be used for landscaping in Cheryl Podgorski's plot in back of the Medical Center with a plaque in memory of Gail. A walkathon is being planned in honor of Gail, with proceeds housed at the Medical Center for people with medical needs.

Judi Meister reported ground venison from the conservation club is in the freezer for distribution. There will be two distributions January through April, every two weeks, because of the greater need in the winter months. Seven gift certificates for groceries were given out at Christmas. $25.00 gift cards from the bank were bought for children's gifts.

Lois Williams stated Hospice Helping Hands has one client and most of their volunteers are not on the island during the winter months.

Ann Partridge with speaking with Jack Messer understood the Commission was seeking an appointment by the Commissioners. Pam Grassmick will follow up on this. Ann Partridge indicated she would be willing to be active in the Commission as part of the community.

5. Proposed 2011 Goals/Projects.

Pam Grassmick discussed writing a grant for air fare for a Human Services Commission member to fly over to attend the Human Services Coordinating Body of Emmet and Charlevoix Counties meetings. Pam will look into when grants are due but does not want to compete with organizations also seeking grant monies. The need for a human service coordinator was brought up and will be put on hold for the time being. The Commission can revisit goals throughout the year.

6. Beaver Island Human Resource manual update by Judi Meister.

Judi Meister asked the question “how do we print the 211 booklets?” Judi passed around the draft of the booklets. Judi again thanked Joan Vyse for her many hours she has donated toward the project. Donna will e mail the booklet to Randi Wolf to look over and see if Randi might suggest any information that may be missing.

7. In-home senior services status.

Covered by Donna Kubic in the round table discussion.

8. Report from the Charlevoix Emmet County Human Services Coordinating Body.

Pam Grassmick updated the group on the Human Services Coordinating Body of Emmet and Charlevoix Counties meeting. Teen drug courts was the focus on last month's meeting. Brandi Wolf is offering to work with anyone who has is in jeopardy of a foreclosure.

Mary Cook talked about her interest in the Commission and getting involved in the community again. Mary considered being the person who would try to make the monthly meetings., or coordinate another member in her place if she was unable to attend. Round table discussion. A. Belfy attended a homeless seminar and reported between now and December 4,000 Charlevoix and Emmett county residents will be losing their extended unemployment. The number of homelessness is expected to double. P. Grassmick will call Shirley Gillespie to see what if any resources there may be for assistance. A. Belfy noted there is help for families of veterans with financial needs. The definition of homeless is very broad, inadequate housing, no electricity, sleeping in parks or cars. No homeless kids reported to date on the island.

J. Meister stated the food pantry now has two freezers and a refrigerator. P. Grassmick offered the suggestion of maybe purchasing good quality frozen TV dinners. Individuals who might benefit from a food basket were discussed. 15 Thanksgiving baskets will be delivered this year, also a voucher for McDonough.

Donna Kubic reported Sarah McCafferty Health Occupation Students are having a Rock and Roll Marathon on Saturday. This is to celebrate Health Occupations Students of America Week. Monies will be donated to the Senior Help Mate Program. Donna will announce it at the upcoming BIRHC Board Meeting. BIRHC conducted a Flu shot clinic at the school. The Commission on Aging contract in the works.

5. Discussion of mini-series community health programs.

Discussion was had regarding mini series Health Fairs. It was decided to put this on the agenda for the next meeting. A good time might be starting in April, and maybe try for two events a year. There seems to be a lot of resources in the county that could be tapped into. Donna talked about community Remec programs planned, without a lot of participation from the community. Need to think about a hot topic or a dynamic speaker. A. Belfy mentioned there isn't the population here to support the work involved in coordinating the effort. It was decided every year was too much for having the health fair. Maybe once every three years was suggested.

6. Beaver Island Human Resource Manual update by Judi Meister.

J. Meister and A. Belfy worked on reformatting the 211 reference booklet. It is now color coordinated, and any excess information has been deleted with the categories alphabetized. It might be a good idea to have every organization checks their listing for accuracy

7. Expansion of Occupational Therapy services to Island residents.

D. Kubic will follow up with Larry Hudson, Physical therapist from Charlevoix Area Hospital.

Lois Williams reported several items have been added to the Hospice loan closet, another wheel chair among other things. Donna Kubic will put the list of items available on the BIRHC website, if agreeable with Joyce Runberg.

Donna Kubic reported she meet with Greg Williams, Charlevoix, Cheboygan, Emmet County Emergency Management to inquire about grant monies for a generator for the Medical Center, from Disaster Management. Kate Garland passed the CENA class and will soon take here state licensure test. Donna meet with Jack Messer to talk about a contract with the Medical Center, for Med management and foot care for seniors that the Health Department provides for the seniors on the mainland. Kate can be contracted then by COA when Pam is on vacation or unable to deliver services for other reasons. The Health Center was granted a Home Health Shortage Area designation. Patients can be seen by a RN on the island and we can bill from the Medical Center and do not have to rely on services from the Health Department. This designation is the first in the state which Medicare approved. A writer from the associated press will be doing a story about how technology has affected the island. The Health Center, BICS, lighthouse school, Joe Moore and the Circle of Strength Cancer Support group were all interviewed.

The Polst presentation was attended by Pam Grassmick, EMS, Hospice, and the Medical Center. Five wishes and the Vial of Life were also explained. Extra packets are available at the Medical Center. Forms were e mailed and can be changed to reflect community information. It was stressed, a DNR patients calls the Medical Center and not 911.

Kathy Tidmore report Ernie Martin will do the weatherization of homes.

5. Beaver Island Human Services Health Fair debriefing by Adam Richards.

Adam Richard reported on health fair, the banner came and was at post office, so was not displayed. Adam passed out information on 47 feedback forms people of who had attended. 25 have been sent out to vendors of which 7 were returned. There was almost no negative feed back. Criticism was more on noise level. The time of the health fair was good for people. Suggested more screening and maybe bone density could be included.

Discussion could be had at the next meeting about how often the health fair should be available. It was suggested maybe having seminars on alternative medicine.

Pam Grassmick suggested less donated items and more items in line with the aim of the fair

Lack of a response to the letter sent from the township supervisors and the HSC prompted a call to the Chair of the County Commissioners. The County Commissioners were under the impression that since Jack's visit to the island, COA issues had been rectified. Since the Health Center is actively pursuing providing senior personal care during COA scheduled vacations and leaves, the HSC will await the formalization of the agreement.

Meeting was called to order at 2:05 PM. The June and July meetings were cancelled due to a lack of a quorum.

Motion to approve the minutes of the May 20 th , meeting (A. Belfy/J. Meister) unanimously approved.

N. Tritsch emailed P. Grassmick in June that N.Tritsch would not be a participating member of the Beaver Island Human Services Commission. Grassmick suggested the Commission should have someone from the County as a representative. Pam will contact J. Messer about N. Tritsch e mail for direction on a replacement.

D. Kubic spoke about the Senior Help Mate Program. A $2,000 grant was received from Char Em United Way to pay a Certified Nurse Aid for services performed in the community to enable senior to stay in their homes. There is an individual who is interested in pursuing a Certified Nurse Aid training program through Grandvue Nursing home. Physical therapy is now available at the Health Center Tuesday and Thursday through the Charlevoix Area Hospital. Larry Hudson will speak at the Senior Luncheon before the Health Fair introducing himself and informing those at the luncheon about the service that is now available. Kubic will try and reschedule the POLST presentation the end of September or in October. J. Meister reported on the offer of an upright freezer which will enable the food pantry to take advantage of people leaving the island and leaving frozen foods. The pantry is well stocked and has had good amount of money from donations. $1,000 donation came from the Ann Arbor food pantry for operating expenses. A. Belfy had no additional comments. K. Tidmore had no additional comments.

5. Beaver Island Human Services Health Fair update.

P. Grassmick reported on the Health Fair which met last Monday. 17 off island organizations will be represented with prizes and numerous hand outs. The COA Senior Picnic will precede the Health Fair with transportation available to senior wanting a ride to the Christian Church. Adam. Richards is doing a great job organizing and delegating responsibilities. J. Boyle indicated the privacy screens built by the lighthouse school are finished.

6. Meeting with Jack Messer, COA on July 26, 2010

Minutes were reviewed from the meeting on July 26 th with Jack Messer, Executive Director of the Commission on Aging. It was suggested to include those who were present at the meeting which included, Jack Gallagher, Peaine Township Supervisor, Martha Lancaster, Executive Director, Char Em United Way (via speaker phone) , Shirley Roloff, County Commissioner, Don Schneider, Under sheriff, Alice Belfy, Beaver Island Community School, Joan Vyse, Patient Advocate, Lisa Lange, Senior Caregiver, Pete LoDico, Peaine Township Trustee, Connie Wojan, President, Beaver Island Rural Health Center, Judy Meister, Food Pantry, Ann Partridge, BI Community Center, Carol Creaser, BI Community Center, Travis Williams, Charlevoix area Deputy, Lois Williams, Munson Hospice Volunteers, Tim Boyko, State Representative candidate, Bud Martin, resident, Sue Solle, Beaver Island Rural Health Center, Donna Kubic, Managing Director, Beaver Island Rural Health Center., Motion to accept minutes with the additional of those present at the meeting. A hierarchy of services provided by the COA was discussed. It was brought up that some of the services might be done by other agencies, thus allowing more funding available for in home services. For example, fitness programs might be done at the school, senior companion by the local churches, and senior computer classes done at the school or community center. Information and referral might be done through the new 211 service. The following were agreed on as an easy consensus as being the most important services by the Commission. If services are to be cut the services below are essential.

7. Beaver Island Human Resource Manual update by Judi Meister.

J. Meister reported on the progress of the 211 information packet. E mail addresses will appear in blue ink and phone numbers in red. Agencies on Beaver Island will be in caps. Suggestion was made about the churches printing the copies. A separate booklet could be made with just the Beaver Island agencies and make it a separate handout. The school could possibly hand it to parents.

Motion to have J. Meister pursue contacting Jeff Cashman for the development of a 5 l/2 by 8/12 booklet for 50 copies. (D Kubic/P. Grassmick) unanimously approved. A. Belfy volunteered to help J. Meister and J. Vyse proof read and any editing changes. J. Vyse deserves a huge thank you for all her help with this project. P. Grassmick will approach the Township Supervisors to assist in the printing expense.

8. Status of letter to County Commissioners for COA services.

Motion for Pam to contact the County Commissioner as to the status of the letter. ( J. Meister/A. Belfy) unanimously approved. Pam referred to the HSC August Article. The article describes the meeting with Jack Messer and will be forward to the two local newspapers as well as the township supervisors. Minutes of the meeting can be found on the Charlevoix County website will be added to the article.

Meeting was called to order by Chair P. Grassmick at 2:00 PM. No changes to the agenda.

P. Grassmick reviewed the letter to Jack Messer introducing the commission and congratulating him on his new position with the Commission on Aging.

• P.O.L.S.T. Presentation Cancellation

The POLST presentation will be rescheduled. D. Kubic will check with the providers at the Health Center and decide on a date to be held in the Community Room at the Health Center.

4. Round table discussion from the organizations present

B. Tidmore talked about the Red Cross grant to fund driver volunteer groups to drive veterans to appointments. This did not fit into helping Veterans on the island.

Belfy attended a homeless liaison meeting. A. Belfy talked about the definition of “homeless” which can mean not having adequate heat, adequate housing, or if the electricity is being turned off every couple of months, or going without heat.

Kubic reported on a “Jump start to wellness: program at the Medical Center. For $25.00 a resident will be able to receive a cholesterol, anemia, and, diabetic screening, a baseline ECG and blood pressure check. No insurance will be billed. People with a high deductible or with no insurance are welcome to participate. D. Kubic met with Chris Krajewski of the Domestic Abuse and Sexual Assault Program Director. Chris will attend the Health Fair in September. The Health Center received a $250.00 check from Stoney Acres Grill for a fund raiser the first day after smoking was banned in public buildings. The Health Center will be starting a “Good Samaritan Fund”. Dr. Wartinger, Urologist from the University of Michigan, will again be conducting a day of men's screening day for prostate cancer. Dr Cotter, dermatologist treated 29 patients his first time on the island. A cancer support group has been formed and through the telehealth at the Clinic, they are able to connect with Charlevoix's Cancer support group. The newly formed island group indicated this was a valuable resource with good information. The Health Center will have an open house at on May 30 th to show off telemedicine equipment. A grant was awarded from Char-Em United Way for $2,000 to allow a “Senior Help Mate” to be hired. Kubic also spoke with the Catholic Human Services organization that has a senior volunteer program which could be initiated here. The volunteer would have to be 55 or older and be low income. The Catholic Human Services would pay that person a minimal amount plus mileage, and would allow up to 20 hours a week. They would come over and train the volunteers. L. Williams reported for Hospice, they have purchased a new wheelchair for their lending closet. K. Tidmore had nothing to report at this time.

5. Beaver Island Human Resource Manual update by Judy Meister

P. Grassmick reported the human resource manual is putting on finishing touches and may be completed by the next meeting and ready for publication.

6. Beaver Island Human Services Health Fair update by Adam Richards

A. Belfy reported A. Richards at the next meeting of the Health Fair steering committee will begin putting together packets to be distributed to off island agencies coming to the Health Fair.

7. Day of Caring

D. Kubic informed the committee of a “Day of Caring” organized by Char-Em United Way.

It is an opportunity for people in the community to get involved and volunteer their time to complete projects that area non profits just don't have the staff, time or the funds to complete without help. The project is posted on their volunteer connections website and the more detailed and fun you make your project sound the more attention it will attract. . It is a free resource to citizens and agencies looking for another recruitment tool. Kubic will find out what projects were done last year and inform the committee.

8. Update regarding the Coordinating Body of Emmett and Charlevoix County Service Agencies from April 28, 2010 meeting at NMCC

A. Belfy, D. Kubic and P. Grassmick joined the Coordinating Body of Emmett and Charlevoix County Service Agencies meeting. A nominating committee is being formed to review their membership and bylaws. The group sends out their minutes to the Commission and are always very gracious when our committee is on the phone.

9. Discussion concerning pursuing a Human Services position for Beaver Island

Discussion regarding pursuing a Human Resource individual for Beaver Island was tabled until the Coordinating Body of Emmett and Charlevoix County Service Agencies membership changes have been established.

10. Update By-laws to reflect the change in name: Charlevoix County Commission on Aging

P. Grassmick indicated the Human Services Bylaws have been updated. The Council on Aging has been changed to the Commission on Aging. The updated Bylaws were signed and D. Kubic will then forward to the township clerks. Motion to change the Council on Aging to the Commission on Aging (L. Williams/A. Belfy) approved.

11. Poverty 101 attendance at Boyne Mountain

P Grassmick attended the Poverty 101 at Boyne Mountain which was geared toward the Coordinating Body of Emmett and Charlevoix County Service Agencies, rather than the needy.

12. Non-Census Questionnaire concerning Human Services *

B. Tidmore mentioned using the Monkey Survey for the non-census questionnaire concerning Human Services. Discussion regarding calling people, putting it on the website as a Monkey Survey and passing it out at the senior dinner at the community center was had. B. Tidmore will work on the Monkey Survey. Targeting non year round residents was discussed. P. Grassmick will revise the survey adding year round or seasonal to the survey, and also which township they reside in.

13 . Discussion on topics for distribution to the media from HSC.

P. Grassmick and D. Kubic will work on the article for the media.

14. Letter to County Commissioners for COA services

P. Grassmick passed around a letter from the Commission on Aging and asked to look at the last sentence. For the last three years it has been identified that a replacement for Pam Nicholas was needed. Grassmick spoke with Mr. Messer as a daughter of a senior receiving care and Mr. Messer was unable to offer any alternatives to the lack of care for the elderly during Pam's vacation/absences. Mr. Messer indicated that for the size of the community Beaver Island is getting a disproportionate amount of funding. Both township supervisors will be contacted for their support of contacting the County Commissioners. Grassmick will then develop a letter to the County Commissioners to be approved by the Human Services Commission and then forward to the two Township Supervisors for their signatures, voicing concerns. There was u nanimous support of a letter to be sent to the County Commissioners updating them on this continuing problem by the commission members.

David Emmel contacted D. Kubic to suggest a few minor changes in the BI Human Services Commission's bylaws. The reference to the Council on Aging needs to be changed to the Commission on Aging. Mr. Emmel suggested including a conflict of interest statement. D. Kubic to e mail P. Grassmick some verbiage on that. D. Emmel mentioned Nancy Tritsch's term should coincide with the County Commission term limit. It was stressed that there needs to be island representative on the COA board. P. Grassmick will write letter to Jack Messer requesting the island have a representative on the COA and what would be Mr. Messer's input on Mr. Emmel's suggestions.

• Notice of new COA director

Jack Messer, the new COA Director visited the island to attend a Beaver Island Fire Department dinner. Connie Wojan represented the BIRHC and attended a meeting at the Community Center with Mr. Messer. It was agreed a letter to introduce the BI Human services Commission and congratulating Mr. Messer to his new position was in order. D. Kubic had an opportunity to introduce herself to Mr. Messer at the COA office at which time he indicated he would again be visiting the island.

• P.O.L.S.T. Presentation

D. Kubic spoke of the POLST presentation of which she has the power point. Mary Robinson will come over and do a presentation for community, EMS, the Health Center, and Hospice, D. Kubic will check into the Peaine twp hall for the presentation.

4. Round table discussion from the organizations present

J. Meister spoke about the food pantry. The sign is up, compliments of Bob and Betty Hudgins. May 15 th there will be an open house for the food pantry and an informational flyer will be passed out. Donations have also come in for pet food. J. Meister indicated Holy Cross Church has been very generous in their support. D. Kubic appeared before the Char Em United Way panel for grant monies to hire a Senior Help Mate. She also met with Bob Gorkiewicz, the Manager of the Physical Department at Charlevoix Hospital to see if they may provide services on the island. D. Kubic reported the conversation was very positive. It would depend on if it was financially beneficial to the hospital. Bob Gorkiewicz indicated he believed Beaver Island should be a satellite.

5. Beaver Island Human Resource Manual update by Judy Meister

J. Meister talked about the Beaver Island Human Resource Manual being worked on with Joan Vyse. Forms have been distributed to various organizations asking for data for the Beaver Island Directory. J. Meister distributed a directory listing compiled by “211” in Traverse City. It was decided listing the organizations in categories vs. alphabetical made it easier to find what someone may be looking for. J. Meister thought a 3 ring binder at various locations and then stapled copies for a hand out would work well. A. Belfy indicated this would be something the school might pass out to new families moving to the island, or at the hotels, and cabin rentals. There could also be a Chamber of Commerce web link, a Township web link and Medical Center link. It will be a great resource for the island when completed.

6. Beaver Island Human Services Health Fair update by Adam Richards

P. Grassmick gave an update on the Health Fair. Eight committee people were in attendance. Things are falling in place. Those who attended the meeting were given organizations to contact. It was thought to be of benefit to send the information to the Coordinating Body of Emmett and Charlevoix County Service Agencies Human Services Body to get everybody thinking about the Health Fair.

7. Response to township's Annual Meeting from HSC presentation – Tidmore's

In their absence, P. Grassmick reported the Tidmore's presentation of the B I Human Service Commission went well with both Peaine and St. James Townships.

8. Update regarding the Coordinating Body of Emmett and Charlevoix County Service Agencies – Alice Belfy and Donna Kubic

A. Belfy and D. Kubic reported on the Coordinating Body of Emmett and Charlevoix County Service Agencies meeting. None of the material presented was of value to the Commission. It was suggested taking turns to attend meetings in the future.

9. Discussion concerning pursuing a Human Services position for Beaver Island

Discussion pursuing a Human Services Resource person as P. Grassmick indicated a few months have passed since the draft was sent out describing the Coordinator Position. After much discussion it was decided to invite Linda Yaroch to help brainstorm about the position and maybe ask the Coordinating Body of Emmett and Charlevoix County Service Agencies to see if they might have a grant writer who would take on the task of finding grant monies to fund this position

10. Non-Census Questionnaire concerning Human Services

Suggestions were presented regarding the questions asked in the non census questionnaire prepared by P. Grassmick. The census questionnaire will be updated using those suggestions.

J. Meister‘s article on “Introducing the Beaver Island Services Commission” has been sent to the local newspapers and websites. All the members agreed it was well written.

Peaine and St James have approved change to resolution requesting the following:

K. Tidmore reported on the Weatherization Program. Pre inspections have been done on nine homes. The project has $50,000 to spend. Talked about inviting Chuck Riley to participate in the Health Fair. Discussion was had regarding doing a censes. It was suggested to call people in June and ask the questions on the survey over the phone. P. Grassmick and K. Tidmore volunteered to develop a questionnaire. A. Richards and J. Meister will assist in making phone calls. The questionnaire will be brought back to the Commission for the April meeting.

J. Meister reported the Saturday before Easter twelve food baskets will be delivered to families. Tuck in the baskets will be the form to let the recipients know what the eligibility requirements are. The food pantry shelves are finished and there is a lot of food on the shelves. Bob Hudgins has generously offered to make a sign. There will be an open house to educate the community.

D Kubic reported that due to the visit with the agencies in Charlevoix, extra insurance for an islander will be available to pay medical bills. A discussion has been had with the physical therapy department at Charlevoix Area Hospital and has opened communication and looks promising. Donna will appear before the Char Em board requesting monies in mid April in Petoskey for monies to develop additional senior services. That person would coordinate a volunteer program to help, and to look for another source of funding to keep the services up and running.

5. Beaver island Human Services Health Fair update by Adam Richards.

A. Richards reported on the update for the Health Fair to take place September 16 th at the Fellowship hall. Discussion was had as to what hours should the fair take place. It was decided that 2 PM to 8 PM would be ample time and allow most working people to attend. Brandi Wolf of the Human Services Coordinating Body would be asked to send out a notice to organizations in that agency. It was suggested a mini Project Connect might be included and Shirley Gillespie would be the contact person.

6. Beaver Island Human Resource Manual update by Judy Meister.

J. Meister has been in touch with the 211 Community Research Coordinator in Traverse City.

A 45 pages directory for Charlevoix County was e mailed to J. Meister. Under each entry are contact names, phone numbers and descriptions of each agency. This document will include all Beaver Island organizations. J. Meister has forms needed to fill out to be included in the directory, which she will have as a prototype at the April meeting. A discussion was had as to what other organizations should be included in the directory. Beaver Island Human Service Commission should be listed as well as a contact person. Several organizations were suggested

A. Belfy reported on the minor additions and changes to the original goals which were listed on the previous meeting minutes. Motion to accept goals with corrections (K. Tidmore/J. Meister ) unanimously approved.

D. Kubic mentioned she will organize a fives wishes seminar when more island residents are back for the summer will follow up on the POLST power point. J. Meister volunteered to write an article introducing the Commission to the community. D. Kubic will include B I Human Services information on the BIRHC website, which is currently under construction.

Teleconference – minutes from teleconference next meeting March 24 th at 9:00 have been distributed to the Commission members.

9. Annual presentation to Township boards and update on notice to Townships regarding revisions to Resolution for inclusion of additional organizations.

Annual presentation – March 27 th 11:00 AM Peaine Twp and 2:00 PM – K. Tidmore will give a report for the St James Twp board and B. Tidmore for the Peaine Twp Board. Both township boards have the written information which was distributed at the last township meeting.

Adam Richards has graciously volunteered to be the chair person for the upcoming Health Fair.

Kubic reported that she had applied for a grant from Char Em United Way that would provide senior services, as services are very limited on the island. Kubic will request BIRHC board approval at the next board meeting. Her letter of intent was accepted with a request to present a full application. The Health Center would manage the services and the employee. Dr. Murray Cotter, dermatologist will be coming to the island to start seeing patients April 23rd . He will come once a month or once every two months depending on the need. J. Meister reported on food panty signs up going up on the building. They are just about all moved over, Mike Bailey is to begin building shelves. B. Tidmore reported on the weatherization program. Chuck Riley is on a project right now, but will be giving Beaver Island his full attention soon. 5 houses were initially approved for the completion of the weatherization work.

Meister reported on the Human Resource manual, Joan Vyse is working on it and has a draft copy. Information included is from the health department and community action agency. Vyse has several phone calls out for additional information from various agencies. Manistee County has a 211 number which will direct you to the right place to seek information. Vyse is trying to get this information in a hard copy instead of trying to reinvent the wheel.

Belfy distributed a draft of the goals from October which were consolidated into statement goals with action items using the original list. A few minor additions/corrections were made:

It was suggested to make the questions a part of the minutes so we have a record. Discussion about an area on the website where all questions could be compiled. A small ad could be used in the island publications with a question and answer each month. The Peaine Township website is not used by the public.

Bob Tidmore will investigate doing a mailing for get a feel for the census for summer people.

7. Update regarding meeting with Charlevoix County Services Agency

A synopsis of discussion at the January 22 meeting in Charlevoix was sent to the agencies members who attended the meeting. At the meeting the Commission indicated, within two weeks the agencies present would have a letter detailing what was said and what the gaps were.

A copy of the letter (attached) making the correspondence a part of the minutes. Discussion was had whether this should be an article in the media; this is what services the commission is working on or not. An article could be sent to the media mentioning 4 people went over and talk to several agencies in an attempt to secure more services for Beaver Island .

There will be a teleconference phone meeting February 24 th at the Health Center , with the Human Services Coordinating Body of Emmet and Charlevoix Counties . Brandi Wolf, Northwest Michigan Community Action Agency, Inc .is coordinating the phone conference. Brandi has given HSCB information about the commission and what we discussed at the January 22 nd meeting in Charlevoix. The Commission has been asked to present a five minute blurb telling about ourselves and what our needs are. This group helps write grants for various services. Judy will e mail the members thoughts on what should go into the papers.

• Beaver Island Human Services Health Fair

P. Grasmick furnished A. Richards information from the previous Health Fair. Joe Moore has offered to assist with publicity, Deb Plastrik and Pam Moxham have also offered their services. Grassmick turned over material for the Health Fair several years ago that was held at the school. Richards is to put something on the Beaver Island forum and Joe Moore's site to announce the date. Richards will be soliciting help and will be the contact person. Next meeting we can weed through some of the questions.

Belfy will do a forum announcement. Commission members will be asked for input before posting anything. The posting will be from the group and not any individuals.

Update notice on resolution, was sent to both townships. K. Tidmore will follow up with St. James and Grassmick with Peaine.

Present: Judi Meister (Food Pantry), Donna Kubic (Beaver Island Rural Health Center), Alice Belfy (Beaver Island Community School), and Pam Grassmick (Peaine Twp) Lois Williams (Hospice),

Absent: Nancy Tritsch (Commission OnAging), and Steve Finch (Lighthouse School), Bob Tidmore (Am Vets)

1. Call to Order

Meeting was called to order by Chair P. Grassmick at 2:00 PM.

2. Review of the minutes

#3 Welcome to new member Robert Tidmore who indicated he did represent Am Vets but would relay information to the Am vet auxiliary group. Section 3 a. of the bylaws change to give a report annually The Chairperson will prepare a formal report to be presented to the two annually townships at their Annual Meeting and shall keep the townships informed as to the activities of the Commission.

Motion to accept the minutes of the November 19, 2009 meeting were accepted with corrections (Meister/Kubic) approved unanimously.

3. Correspondence

J. Vyse will be unable to finish out her three year term. P. Grassmick has been in contact with Supervisor, R. Speck. The opening will be posted for a St. James representative to join the commission. Motion to accept resignation with regret of Joan Vyse (P. Grassmick/A. Belfy) unanimously approved .

• Presentation by Lisa Anderson, Youth Build Program

L. Anderson reported on the Youth Build Program. These young adults will finish their high school requirements, learn the construction trade and part of that is will be working on a housing project for someone with a low income or homeless. They have partnered with the Beaver Island Development Corp. L. Anderson welcomed any suggestion for projects that serve local residents and would welcome hearing about them. Construction trade instructor Dan was also present. Steve Finch is the site coordinator and is also a contact person.

5. Round table discussion from the organizations present

A. Belfy reported on two programs. One is the Life Line assistance program in which low income families would be eligible for a reduced phone bill each month. Also A. Belfy is the homeless liaison. The definition of homeless is very broad – a person could be living with an aunt or uncle. Lack of regular adequate housing, no heat, or no electricity, those individuals can be considered homeless. Money is available for homeless students. A. Belfy encouraged members of the commission to let her know of any needs. Monies are for school age children. If the home the child is living in has their electric turned off, that child would be eligible.

J. Meister complimented the Beaver Beacon publication for the article on the food pantry. She reported on a balance of a bill paid at McDonough's so a person could purchase medications. A person should take advantage of the food pantry so their grocery money could pay other expenses.

D. Kubic mentioned the care providers at the Health Center can assist residents with applying for assistance with paying for their medications through pharmaceutical companies. Patient advocates are important especially for the elderly. L. Williams talked about the need for additional hospice members. She would contact Munson's volunteer coordinator to try and recruit more help.

6. Discuss strategy to complete priority goals.

a. Resource Manual of Human Services for residents and visitors

P. Grassmick indicated the need to work on a research manual. In February there will be interaction between the Human Services Coordinating Body of Emmet and Charlevoix Counties and BI Human Services Commission at which time more information will be available. J. Meister volunteered to chair compiling the manual.

b. Fall Human Services Health Fair

A. Belfy checked into dates available for the Health Fair. Dates will be talked about after the meeting with several agencies tomorrow in Charlevoix. Will need someone to chair the event. Volunteers need to be solicited. Chair Grassmick indicated we will wait until other members are present to see if anyone would volunteer to chair the Health Fair. Table appointing a chair for the health fair until the next meeting.

c. Development of long term goal statements/plan

Goals that were taken from the first meeting of the commission which can be found on the Peaine.org website. These goals need to be consolidated down into three goals statements with action items listed below them. This task should take two meetings. A. Belfy volunteered to work on that task.

7. Update regarding meeting with Charlevoix County Services Agency

P. Grassmick will chair the meeting November 22 in Charlevoix . John Stephenson from NWMCAA Shirley Roloff, Shirley Gillespie...Charlevoix Department of Human Services, David Emmel,, COA, , Brandi Wolf (Human Services Coordinating Council), Lynda Bockstahler, Home Care and Aging Services, Health Department, Scott Kendzierski or Larry Levengood, Environmental Health, Linda Yaroch, Health Department will be among those attending. Beaver Island has not had a lot of contact with these agencies.

8. Notice of 2010 Commission meeting schedules

Motion to meet on the third Thursday of the month at 2:00 PM at the Beaver Island Community School. (Belfy/Meister) unanimously approved .

9. Notice to Townships regarding revisions to Resolution for inclusion of additional organizations.

Chair P. Grassmick will approach the townships with a change in the resolution establishing a Beaver island Human Services Commission. Motion to remove 1c and 1d and replace with

Other such organizations desiring membership in the commission may do so by submitting a letter on behalf of their organization. Members will be added with a 2/3 vote of the exiting members. (A. Belfy/D. Kubic) unanimously approved.

Problem- no coordination of services in county. Spring Health Care Summit scheduled for spring, try to attend get ideas for scheduling one on Beaver Island for Fall 2010.
